The San Pablo Colleges proposed and submitted to the DECS Region IV office a feasibility study to offer a course leading to the degree program of Bachelor of Science in Physical Therapy on June 22, 1990. 

On April 8, 1991 the DECS regional director endorsed and forwarded the application to the DECS secretary for evaluation. The results were returned to the President of San Pablo Colleges with request for submission of pertinent documents. These requirements were complied with and were forwarded to the department. On May 16, 1991, the Chief of Higher Education Division of DECS again sent a letter of request to the School President for presentation of additional supporting documents in which the school readily complied with. On October 14, 1992, the final letter was received by the school advising the correction of deficiencies that were noted in the DECS primary inspection. 

Since then, the shool had actively begun its preparation for the correction of deficiencies. A program development committee geared towards the hiring of the necessary competent staff and construction of the adequate infrastructure for the immediate opening and operation of the Physical Therapy program was also formed. 

The San Pablo Colleges College of Physical Therapy began its full blast operation in the School Year 1993-1994
